Definitions

In Québec, sharing regulations with other Orders resulted in adopting the definitions from the Ordre des Psychologues. They can be found in the Manual of Agreement for Diplomas giving access to the Permit of the Ordre des psychologies du Québec. References in this section are to this manual.

Indirect Client Hours
All practical training activities involving the provision of psychological services, in which the student does not deal directly with the client or with any significant member of the client’s support system (e g. observations behind a mirror or by video, assisting as an observer in a treatment of an assessment situation, etc.).

Direct Client Hours

Any practical training activity in which the student is face-to-face with and is actively involved with the client and/or any significant member of the client’s support system (teacher, parent, director/manager) directly involved with the provision of psychological services. Exceptionally, psychological services may be provided at a distance, in real time, through communication systems offering visual and/or verbal contact between the student and client, all in compliance with the best psychological practices and consistent with the Order’s rules of practice and guidelines.

Supervision

Supervision is an excellent tool for helping students integrate professional skills, theory and research. The supervisor is, through his/her knowledge, skills and expertise, a model for students of this integration process. An experienced psychologist provides supervision. In exceptional circumstances, a portion of the supervisory time required in this Manual may be provided by a practitioner whose skills are considered equal to those of a psychologist (see section 1.2.1.3).

Supervision can take different forms. It can be one-on-one or occur as part of a group. The Order’s supervisor-student ratios appear in section 1.2.1.3. The following definitions highlight the Order’s expectations for each supervisory category. Supervision is “one-on-one” if the supervisor and student interact with each other, face to face and are specifically dealing with a student’s client or assignment or with any questions pertaining to the student’s professional development. Exceptionally, one-on-one supervision may be provided at a distance, in real time, through communication systems offering visual and/or verbal contact between the student and the client, all in compliance with best psychological practices and consistent with the Order’s rules of practice and guidelines.

“Group supervision” occurs when the student, in the presence of other students, receives supervision for a client or an assignment. Such supervision also includes discussions of any issues pertaining to the student’s professional development. Such supervision must be structured so that the student receives a regular, planned and specific period of supervision. Exceptionally, group supervision may be provided at a distance, in real time, through communication systems offering visual and/or verbal contact between the student and client, all in compliance with best psychological practices and consistent with the Order’s rules of practice and guidelines.

“Group supervision” also occurs if group members are involved in supervising a fellow member, helping broaden their exposure to different kinds of cases, patients, systems and community groups, as well as assessment and treatment techniques. Through this approach, students also develop better professional interaction skills. Such supervision may be included in total supervisory hours (section 1.2.1.3).


Internship
In French, internship is translated as two distinct concepts: “stage” (a practical training during the program, generally performed outside of the university, in a “real working setting”), or “internat”, (a supervised assignment at the end of a program, required for definitive qualification).

The Stage

Must involve at least 700 hours of supervised practical training, including:

  • at least 250 patient contact hours and at least 100 direct contact hour. The remaining client contact hours should be supplemented by indirect contact;
  • a minimum 125 hours of supervision, including 50 hours of individual supervision, at least 25 hours of which are “one-on-one.”

The Internat
Must involve at least 1,600 hours of supervised practical training, including:

  • at least 600 hours of client contact, of which at least 400 hours must be direct client contact. The remainder of the client contact time must be supplemented by indirect contact;
  • at least 200 hours of supervision, including 100 hours of individual supervision and at least 45 hours of “one-on-one” individual supervision.

Other internat requirements

  • Can occur in up to three different settings, promoting diversity in client types, diagnoses, disorders, issues, fields and assignments.
  • Can occur in a single setting if the student is exposed to diversity in client types, diagnoses, disorders, issues, fields and assignments.
  • Must include case studies or discussions of treatment issues and strategies, as well as other similar activities.
  • Must include discussions with other practitioners involved in the setting.

Supervisor
Not defined in the OPQ document. But OCCOQ specified to the universities in a letter dated August 16, 2012 that the supervisor is the person accountable for the professional activities, that can prevent any harm or prejudice and that assesses and attests to the student’s competency.

Scope of Practice

The practice of career counselling consists in evaluating the psychological functioning, personal resources and the conditions of the milieu, intervening on identity, developing and maintaining active adaptation strategies in order to make personal and professionals choices at any point in life, re-establishing socio-professional autonomy and designing career projects in the human being in interaction with his/her environment.

Scope of Practice

Psychotherapy is psychological treatment for a mental disorder, behavioural disturbance or other problem resulting in psychological suffering or distress, and has as its purpose to foster significant changes in the client’s cognitive, emotional or behavioural functioning, his interpersonal relations, his personality or his health. Such treatment goes beyond help aimed at dealing with everyday difficulties and beyond a support or counselling role.

Education

Programs leading to automatic admission:

  • Maîtrise en sciences de l'orientation avec stage et essai ou avec stage et mémoire (M.A.), de l'Université Laval;
  • Maîtrise en éducation, option carriérologie, avec stage et essai (M.Éd.), de l'Université du Québec à Montréal;
  • Maîtrise en orientation avec stage et essai ou avec stage et mémoire (M.Sc.), de l'Université de Sherbrooke;
  • Master of Arts (M.A.), non-thesis, Counselling Psychology Program, de l'Université McGill

Admission by equivalence:

Candidate must have a master’s degree or 6 075 hours of education, including:

  • Psychometrics and assessment, 9cr or 405 hrs
  • Personal Development, 3cr or 135 hrs
  • Psychopathology, 3cr or 135 hrs
  • The individual and the environment, 6cr or 270 hrs
  • Vocational development and professional insertion, 6cr or 270 hrs
  • Other credits in situation assessment, 12cr or 540 hrs
  • Design of an intervention counselling, 9cr or 405 hrs
  • Individual or group counseling, 12cr or 540 hrs
  • Educational and vocational information 6cr or 270 hrs
  • Animation and training 3cr or 135 hrs
  • Consultation approaches 3cr or 135 hrs
  • Analysis of practice methods, and research methods 6cr or 270 hrs
  • Professional organization, ethics and professional conduct 3cr or 135 hrs

Additional to C.O.: Certificate for Mental Disorder Assessment:

Candidate must have a master’s degre, including:

  • Biological factors, 3cr or 135 hrs 
  • Psychometrics, 3cr or 135 hrs;
  • Personality and development theories, 3cr or 135 hrs;
  • Psychopathology, 6cr or 270 hrs of which 3cr or 135 hrs are completed at the graduate level; 
  • 6cr or 270 hrs at the graduate level in any of the following areas: the assessment of mental disorders, psychometrics, the classification of mental disorders.

Education

Additional to C.O.: Activity of Psychotherapy:

Candidate must have a master’s degre and a theoretical training of 765 hrs.

270 heures sur les quatre modèles théoriques d’intervention dont au moins :

  • 45 heures à chacun des modèles;
  • 90 heures à l’un des modèles;
  • 90 heures sur les facteurs communs;
  • 90 heures sur les outils critiques;
  • 180 heures sur la classification des troubles mentaux et la psychopathologie;
  • 45 heures sur les aspects physiologique;
  • 45 heures sur les aspects légaux et organisationnels;
  • 45 heures sur l’éthique et la déontologie.

 

Supervision
Pre-licensure:
675 internship hours (within educational preparation program): 405 must be at a Master’s level (170 direct contact hours at Master’s level; 40 hours of direct supervision).

Licensure:
Not applicable.

Additional to C.O.: Certificate for Mental Disorder Assessment: 500 hours including 100 direct client hours and 30 hours supervision with 14 hours one-to-one.

Post-Licensure
Not Required.
Supervision

Must be member of the Ordre des psychologues du Québec or of another ordre[2] prior to candidacy.

These criteria are evaluated by the Ordre des psychologues du Québec.

600 hours – including 300 hours of direct treatment and 100 hours of individual supervision.


Grandparenting

Unlimited option for candidates with a Licence en orientation obtained before 1987.

Grandparenting

 For psychotherapy only: members of OCCOQ and OPPQ certified in psychotherapy before June 2012; CAS, APPQ, SQPP; (window closes after 2 years).

Language

Proficiency in French.

Currency

Completed yearly registration and prescribed fee to the OCCOPPQ.

Automatic registration up to 3 years after graduation from one of the programs giving automatic access to the Ordre.

More than three years after graduation: Regulation on internship applies (candidates may have to succeed internship upon decision by the Board of directors).

If a person fails to register for more than 4 years, internship regulation applies (candidates may have to pass internship requirements again based upon decision by the Board of Directors).

Internship regulations apply when a person has practiced less than 800 hours in the 4 preceding years and wishes to be restored to the membership roll.

The internship regulations also apply when a member returns to applying interventions with individuals or organizations after 4 or more years of not practicing these interventions.

Currency

Must stay member of the order (the “c.o.” column applies first).

Completed application and prescribed fee to the Ordre des pscyhologues du Québec.

 

Disqualification Considerations

(Disclosure of information requirement):

  • Professional conduct issues
  • Physical/mental unsuitability (upon diagnosis)

QA/Continuing Education

30 hours over a 2-year period; an update every 5 years on ethics and deontology is mandatory.

QA/Continuing Education

90 hours on a 5-year period, from the program of the Ordre des psychologues du Québec.

Misconduct Regulations

Professional inspection of all members according to a yearly program (Règlement sur le comité d’inspection professionnelle de l’Ordre des conseillers et conseillères d’orientation du Québec; Professional Code, art. 90).

Inspection relates to competence and compliance to “Code de déontologie” (Code of Ethics).

Investigation report can open way to a special investigation if there are sufficient signs of competence problems. Misconduct or unethical behavior will be investigated by the Ordre’s Syndic (Professional Code, section VII). General public can address complaints directly to the Syndic. Complaints can also come from the Professional inspection Committee or by the Ordre’s officers. The Syndic Office is financed entirely by the Ordre, but the Syndic is independent from the Ordre’s authority Following his investigation, the Syndic can bring a member before the Disciplinary Committee (Professional Code, section VII.

Misconduct Regulations

C.o. column applies first.

If the professional inspection leads to a special investigation on a c.o. psychotherapist, an inspector from the Ordre des psychologues du Québec will be appointed with the OCCOQ inspector.

Misconduct of a grandparented psychotherapist not being a member of an ordre will be investigated and eventually prosecuted by the Ordre des psychologues du Québec, according to Québec regulation on psychotherapy.

 

[1] The Québec Psychotherapist's Permit is also available for members of the following Orders who meet the required criterea : Social Workers, Marriage and Family Therapists, Psychoeducators, Occupational Therapists and Nurses. Psychologists and Physicians can perform psychotherapy without the Permit due to a legal provision.
